On July 10, 2002, the British government announced a reduction in the penalties for marijuana, making marijuana possession a non-arrestable offense nationwide. The downgrade -- making marijuana a Class C rather than a Class B drug -- puts it in the same category as anabolic steroids and growth hormones.

On November 2, 2002, New Scientist reports that Cannabis drugs have passed a testing 'milestone' and could be prescribed in the UK as early as 2003.
