Dear Mr. Carlson,

First off I do apologize for not getting back to you sooner. In the hectic season before school reopens, I thought that I had sent you a response and did not mean to overlook your concerns in any way.

This latest policy change was initiated for a number of reasons. As you are probably aware, if you are familiar with UMBC, this campus has been growing quite rapidly over the past several years. We need to insure that the cars parking on campus are eligible to be on campus and that we provide adequate parking for students, faculty and staff. The parking permit remains the property of UMBC and can be reovked for violations. We do not allow the transfer of a parking hanger to anyone other than the person to whom it is assigned, so there was a need for vehicle registration for the permit. The parking permit remains the property of the UMBC and can be reovked for violations. So what we have done is implemented a parking registration system, similar to many other universities.

The information will be used by Parking Services when necessary. Having the information will save time in locating the student. For example, we try to make every effort to contact the driver of the vehicle in the case of an accident or parking in a tow away area. If we go to MVA we get the vehicle's owner, who is not necessarily the student.

We maintain that we have the right to collect this information. We also maintain that we will treat this information with appropriate confidentiality as we do other student records. We are sorry that you chose not to register for classes for Fall 2001.

My comments to the Parking discussion, sent via e-mail:

I'm an evening commuter, I usually arrive on campus around 6:30 to 7pm from Wilkens Avenue and into lot 8A by the Police Department. There's always a spot at the top of the hill there that I can use to foot it down to ACIV where my class starts at 7pm. I hate driving around slowly in my car for any reason when I can be on foot (UMBC does have a certain "crammed-in" beauty to it), so as long as there's obviously available parking on the outskirts of campus near the major roads, I'll be a happy student.

I despise the policy of having to give your tag information to Parking Services, tho, and as long as my classes are relatively close to 7pm when parking enforcement ends, I'll refuse to pick up my parking pass. I've taken this up with Parking Services when it was announced last year, and they were prompt with an answer but didn't provide me any other options. Is there an alternative besides parking off-campus or using the meters?
