Delaware

Delaware officially instituted a drought condition in March 2002

Campfires, bonfires and cooking fires are legal statewide and year-round.

Burn barrels of trash have been illegal since 1968 and burning piles of leaves has been banned since 1995. Both seem more slanted towards pollution control than setting fire to the state though.

Specifically prohibited:
Firecrackers, torpedoes, skyrockets, roman candles, daygo bombs, sparklers.
