The Maryland National Capital Park Police wound up harvesting 121 cannabis plants, worth one-thousand dollars apiece. Then they showed people in the neighborhood pictures of the suspect. That led them to arrest 22-year-old Alvaro Quinonez --a Montgomery College student studying criminal justice so he can be a cop. Instead, he faces a variety of criminal charges.
