Delegate Eric Bromwell wrote back to me today saying that he will vote against HR 1145 because he fears that underage girls could be pressured by their male partners to use emergency contraception as an alternative to condoms. "Clearly," he wrote, "this would not be nearly as safe as using a condom and certainly not as effective as abstinence."

I will be investigating this issue further.
