On November 9, Mayor O'Malley, Baltimore Metropolitan Council Chair (BMC), joined Baltimore County Executive and BMC Vice Chair James T. Smith, Jr. and board members County Executives Janet Owens, James Harkins, James Robey, Carroll County Commissioner Julia W. Gouge and Annapolis Mayor Ellen Moyer to announce an innovative grant program to offer a total of $1 million in homeland security grant funding to community-based, non-profit groups who are at risk of being a victim of a terrorist act.
