Elijah Cummings On October 11, 2002, voted (unsucessfully) against giving George W. Bush authority to commence military action against Iraq. Representative Cummings was one of the few in Congress to vote against the USA PATRIOT act. Elijah Cummings is endorsed by the Planned Parenthood Action Fund 2002. On February 19, 2003 Congressman Elijah Cummings will be speaking in the Skylight Room of The Commons at UMBC from 19:00 to 20:00 for Black History Month.
