13-Year-Old Charged In Child Porn Case

How is it that a 13-year-old boy can be put into a detention facility for 60 days on a charge of "possessing and dealing in child pornography" for the act of posting self-portraits of his own body on the Internet?

I believe that a fundamental part of child pornography charges are justified by the fact that a minor is not equipped to make decisions about sexual conduct in a meaningful way and can be unduly influenced by (ir) responsible adults. Where is the perpetrator in this crime? Why is the system punishing the victim?

Thurston County deputy prosecutor John Skinder should be sending this kid to sexual education classes, not juvenile hall.
