So, Steve just told me about your citation...
I can't remember who it was that told me this story, but I did hear it
directly from the person involved. It was in Southeast DC and it involved an
empty lot. They had done substantial
work to clear all of the trash that had been dumped there, and there
was basically wild grasses growing in the lot. Suffice to say it
looked far better than before they started cleaning it out. In any
case, they got a warning, and came up with a very clever solution:
They mowed a strip arround the edge, and claimed everything inside was
a wildflower garden. When issued a formal citation, they took it to
court and won!
