This bill was just introduced.  Check the agendas posted on the City's website (under City Council) for dates, times and locations for the public hearing.  It will not go to the Planning Commission, as it was not referred to Planning.

City Council referred this bill to the City Solicitor, Finance, and the Police Department  (not to Planning nor to the Department of Transportation). 

Was introduced by a host of City Councilpeople (not the Administration):  Stancil, D'Adamo, Young, Branch, Holton, Mitchell, Spector, Welch, Abayomi, Pugh, Curran, Harris.

Further regulates bicycles on sidewalks in Baltimore City.

Here are some highlights

  • Bicycles are defined as being propelled by human power and having 2 tandem wheels (would exclude tricyles and motorized bikes)
  • Unlawful to ride on any sidewalk or footway.
  • When dismounted and on foot, can lead a bicycle or "allow a bicycle to remain standing" so long as the bike does not obstruct the sidewalk or footway.
  • Civil citation possible, but other remedies could be issued. 

Max fine of $100 and/or imprisoned for up to 3 months max.

The hearing on this bill will be held on July 7, 2004 under the Transportation Subcommittee at 16:00.

The hearings are always at City Hall on Holliday St.
