Officer Michael Williams of the K-9 Patrol of the Baltimore City Police Department is reported by the Baltimore City Paper to have arrested Critical Mass Baltimore rider Mike Shea on charges of fleeing the scene, failure to obey, failure to stop for a pedestrian in a crosswalk, willfully disobeying a lawful direction, and failure to produce identification when Shea attempted to videotape Officer William's interaction with the Critical Mass riders on April 30, 2004.
