Apparently Commissioner Powell didn't believe endorsing presidential initiatives was proper when William Kennard was the Chariman, but Chairman Powell thinks its just fine to endorse the Bush broadband plan. More amusing is I only know this because Susan Ness pointed it out on Dave Farber's list.
