Apparently PADI and dive shops nationwide have been under FBI scrutiny for a while. A friend of mine told me that the FBI becomes very concerned when rebreathers are sold on the Internet and stolen from dive shops. Since they don't allow bubbles to escape to the surface, they are apparently the favorite tool of scuba diving terrorists.
