Pedestrian Right of Way From Jim Lins of the UMBC Police Department, August 28, 2003:
Effective October 1, 2003, the new Crosswalk Law will take effect as follows:
Pedestrian Right of Way – Crosswalks – the bill requires the driver of a vehicle to stop when a pedestrian crossing the roadway in a crosswalk is approaching from a lane that is adjacent to the half of the roadway on which the vehicle is traveling. A driver who violates these provisions is guilty of a misdemeanor and is subject to a maximum fine, not to exceed $500.00 dollars, imprisonment of not more than 2 months, or both. The Motor Vehicle Administration is required to access one point against the driver's license.
Also, any pedestrian who unsafely crosses in the path of a vehicle is guilty of a misdemeanor and is subject to a maximum fine of $500.00. “Unsafe Crossing” would be interpreted to include stepping into the crosswalk or path of a vehicle in such a manner that a prudent person would know that the approaching vehicle could not stop safely.
