New regulations were released by the INS on December 16, 2002 that
expanded the countries affected by the NSEERS or Special Registration
process to include Pakistan and Saudi Arabia. All males born on or
before January 13, 1987 who are nationals or citizens of Pakistan or
Saudi Arabia and were last admitted to the United States on or before
September 30, 2002 and plan to remain after February 21, 2003 are required
to report to the INS District office having jurisdiction over their
place of residence for special registration no later than February 21,
2003. Please note: this does not include women, or anyone in A or G
status, or permanent residents, or those who have been granted or have
applied for asylum.
Citizens or nationals of these countries may also be subject to special
registration upon reentry to the United States if they travel. The original information issued by INS on December 16, 2002 included Armenia in the list of countries subject to special registration. This was a mistake, and was retracted by INS on December 17, 2002.
