In a statement before the House and Senate Intelligence Committees on October 8, 2002, former FBI Director Louis Freeh stated that in the wake of the terrorist attacks on 9-11 and the passage of the USA Patriot Act, he could not understand why the "problem of encryption" had still not been addressed. US Senator Dianne Feinstein characterized this as a problem of obtaining access to encryption keys, and Freeh responded that while there had been considerable industry cooperation regarding providing such access, the "problem has not been solved" to his satisfaction.
