From the Security on Campus volume 2, number 22, "A bill introduced last month during the waning days of the 107th Congress, the Communities Combating College Drinking and Drug Use Act (S. 3167), by U.S. Senators Mike DeWine (R-OH) and Joe Lieberman (D-CT) seeks to combat the issue of underage drinking on college and university campuses. The bill would award $50 million dollars in grants for states to create statewide coalitions among colleges and universities and surrounding communities to work together."

This is part of the War on Drugs.
