He is one of the few voices raised (unsuccessfully) against giving George W. Bush the power to wage war against Iraq, and orator of a fiery speech against all the legislative nonsense since 9/11 and against the Homeland Security Act. Byrd seems tired of type of favoritism-based politics under the Bush Administration and resigned to the fact that it will happen with or without his support, but at least he's saying something about it. Loudly.
