Hakim Farthing On August 13, 2002, Maryland Governor Parris Glendening ordered the Maryland State Flag flown at half staff until sunset of interment in honor of Officer Hakim Farthing, United States Park Police. Farthing was killed in the line of duty when struck by DWI driver Jovada P. Welch while assisting at the scene of another accident in the Cheverly area of the Baltimore-Washington Parkway at 3:35 on August 10, 2002. He was 28.
